The European Award for Citizenship, Security and Defence 2016

Four Prizes solemnly handed over to the Laureates at the Berlin Security Conference

On 28 November 2016, the 6th edition of the “European Award Ceremony for Citizenship, Security and Defense” took place in the Embassy of the French Republic in Berlin. For the first time, the traditional pre-event reception of the partner country of the “Berlin Security Conference” provided an unforgettable setting for the delivery of the trophies to the laureates.

Moreover, a memorial medal of the President of the French Republic was presented to each winner by H.E. Mr. Philippe Etienne, the French Ambassador to Germany.

Since 2011, the prize annually rewards outstanding efforts towards promoting European citizenship, military ethics and European security and defence awareness as well as remarkable achievements in the field of military ethics.

The prize is organised annually by CiDAN, together with the European Interparliamentary Security and Defence Association, and with the support of the Parliamentary Assembly of the Council of Europe. The International Society for Military Ethics in Europe (Euro-ISME) is the most important cooperation partner in the awarding process.

The jury regularly consists of parliamentarians from France and various European countries, as well as representatives from different European armed forces organizations.

The engraved crystal trophy of the Main European Award for “Citizenship, Security and Defence” was handed over by Mr. Robert Walter, President of the Assembly of the Western European Union 2008 – 2011, now President of the European Security and Defence Association (ESDA). It went to EuroDefense and especially to EuroDefense-Spain and EuroDefense-Portugal for their organisation of the Vth EuroDefense Conference of Young Europeans and its follow-up meetings. 70 young delegates, university graduates and military cadets, from six countries of the European Union met to exchange ideas, opinions and reflections in a multidisciplinary context on “The Defence of Europe: Past, Present and Future”

The Special Award in the field of “Military Ethics” was adjudged to the Stockholm Centre for the Ethics of War and Peace (Department of Philosophy of the University of Stockholm),
for its training of young researchers, studies on military ethics, publications, conferences and networking of researchers, policy-makers, military practitioners, and the public, mainly in the Nordic States. Acting for the Center’s director, Professor Helen Frowe, the Swedish Military Attaché received the trophy and the certificate from BrigGeneral (retd.) Patrice Mompeyssin and Colonel (retd.) Manfred Rosenberger, both members of Euro-ISME’s Board of Directors.

The Special Award for “Maintenance of Remembrance” went to the French association “Mondement 1914 – the Soldiers of the Marne – Joffre – Foch”, for commemorating, each year and publicising, especially in 2014, the first battles on the Marne, with the aim of informing younger generations, in connection with the Saxon Military History Association from Dresden, the Royal Fusiliers in London and the German School in Paris. It was delivered by Mr. Jacques Tissier, President of CiDAN.

The Special Award in the field of “European Security and Defence Awareness” was presented by Mr. Uwe Proll, chief editor of ProPress/Behördenspiegel and organiser of the BSC. The trophy went to Dr. Carolin Rüger from the Institute for Political Science and Sociology of the University of Würzburg (Germany), for her research work and teaching on the European Common Security and Defence Policy, and specifically for her comprehensive studies of the elaboration, implementation and perception of the policy by a European public.
